Not only did the H.J. DeBaker Eagles Nest Park and Boat Launch project win the ACEC State Finalist award this year, but it’s looking forward to its first full summer open to the public, as JSD led the master planning, including several community engagement opportunities, to assist in final concept development.

As a 2026 American Council of Engineering Companies (ACEC) Wisconsin state finalist award winner, this project allowed JSD to work hand-in-hand with the community to assist in the development of the final concept since users ranged from fishers, to boaters, to those just soaking in the view.

Our designers offered valuable insight and contributed in-depth knowledge of key issues, conditions, opportunities, and influences affecting the long-term success and sustainability of the proposed park improvements. JSD conducted an existing site analysis, which was utilized for identifying site constraints and opportunities. The community’s input was utilized to develop the final Master Plan concept for approval. Our team also reviewed and refined a schematic engineering site plan and took the lead on permitting, construction documents, and construction administration for the redevelopment.

This project included a large permitting component working alongside the City of Green Bay, Wisconsin Department of Natural Resources, and Federal U.S. Army Corps of Engineers.
