JSD collaborated with the architect, who specializes in designing public safety facilties, to conduct a feasibility study for this site. The study was carried out to identify if a building that met the needs of the city would work on the current site. JSD provided civil engineering and landscape architecture services for the feasibility study.

JSD considered several different design options recommending one that would meet all goals of the project and address the following: lack of adequate sleeping quarters, undersized offices and radio room, undersized apparatus bay, lack of meeting and training space, and lack of necessary storage areas.
A final space needs assessment and site feasibility analysis was presented to the City Council in mid 2022.
